When a cat finishes peeing but doesn't cover it up, it may be due to external influences during the process of covering up the cat litter, such as hearing loud noises or suddenly having someone pass by. The cat is startled and runs away, so it doesn't have time to cover up its urine. Secondly, it may be that the cat has been spoiled by its owner and feels that the home environment is very safe, losing its awareness of self-protection, so it no longer covers up its excrement.
